The question a customer is actually asking
Anyone getting three quotes has already decided they need the work done. The only question left is why you rather than the other two, and 'quality workmanship at competitive prices' does not answer it — all three of you said that.
A value proposition is one sentence that a competitor could not honestly copy. If they could paste it onto their own site without lying, it is not doing anything.
It usually hides in the complaints
The fastest route to a real value proposition is asking what customers were frustrated by before they found you. Quotes that moved. Nobody arriving in the window. Being handed to a call center. Those complaints are a description of what the market is failing to provide.
Whatever you do differently in response to them is your value proposition, already tested against real customers.
Specific beats superlative
'The best plumber in Torrance' is unprovable and gets ignored. 'A fixed price before we start, or we do not start' is specific, checkable, and something a competitor charging hourly genuinely cannot say.
Being best for a narrower group is also stronger than being adequate for everyone. Someone who wants the cheapest hourly rate is not your customer, and saying so plainly attracts the ones who are.
