The questions are the content
You are asked the same twenty questions on site every year. Every one of them is something people also type into a search engine, usually at night, usually before they call anybody.

Answer the question the way it was asked
'How long should a water heater last?' is the title. Not 'Water Heater Lifespan Considerations For Homeowners'. Matching the real phrasing is what gets found, and it is also what makes somebody keep reading.
Answer it properly and early. Content that withholds the answer to keep people on the page achieves the opposite.
Where the line is
There is a difference between explaining how something works and instructing somebody to do it. 'Here is what a failing heater usually looks like, and what replacement involves' is useful. Step-by-step instructions for work that needs a license is not, and this tool will not suggest it.
That line is also good business. Content that helps people understand a problem brings you the call. Content that helps them attempt it themselves brings you the call afterwards, in a worse state.
